Winner – Barbara Buck is a member of Cecil County Retired School Personnel Association (CCSPA) who volunteers her time and talents. This year she donated school nurse supplies to various county schools. Many of their supplies are overlooked in the budgeting needs and she took it upon herself to see that these needs were taken care of.  She also collaborated and worked with others to ensure her local association had the resources and leadership needed to succeed and continue to thrive.  She also volunteers for various community clean-up projects and knows that her contributions are making a difference.
